What is carbon neutrality and PAS 2060?

To become carbon neutral (also referred to as ‘CO2 neutral’ or ‘climate neutral’) a company, brand or product must accurately measure their carbon footprint, then commit to a reduction strategy and carbon offset programme  to prove their activities will not result in an increase in greenhouse gas emissions that affect climate change.

Both PAS 2060 and The CarbonNeutral Protocol provide a robust framework and credible certification that a company, brand or product has reduced their carbon emissions to net zero. Meeting PAS 2060 and/or The CarbonNeutral Protocol requirements enables you to:

What are the differences between PAS 2060 and The CarbonNeutral Protocol?

When was it established? The CarbonNeutral Protocol launched in 2002. PAS 2060 launched in 2010.
Which companies, products or services have achieved certification? CarbonNeutral® certified companies, products and services include Sky, Tata Steel, Isklar, Radio Taxis Group Limited, and many others.

Awarding body CarbonNeutral® certification is awarded by The CarbonNeutral Company and requires verification by independent third party assessment partners. PAS 2060 compliance is self-certification but organisations are required to produce a thorough evidence pack that is pubicly available and can be used to substantiate claims.
Governance

The CarbonNeutral Protocol was developed by The CarbonNeutral Company in association with an independent advisory group of international carbon management experts from science, economics, business, international policy and sustainable development backgrounds.

PAS 2060 was developed by BSI in co-operation with the Department of Energy and Climate Change (DECC), The CarbonNeutral Company, The Carbon Trust, and organisations including Marks and Spencer, Eurostar and the Co-operative Group.
How often is it updated? It is reviewed annually by an independent advisory group of scientists, industry experts and two client representatives from The CarbonNeutral Company. PAS 2060 is reviewed at least every two years to ensure continued relevance and accuracy.
What is the process to achieve the certification?

The process to achieve CarbonNeutral® certification is as follows:

  • Define the company, product or service
  • Measure emissions
  • Set targets
  • Reduce emissions to net zero
  • Communicate certification

To achieve PAS 2060 certification a company, product or service must complete the same process required to achieve CarbonNeutral® certification.

In addition to CarbonNeutral® certification, PAS 2060 stipulates further requirements regarding the monitoring of reductions, retirement of credits, and any communications must conform to BS EN ISO/IEC 17050-1 standards.

Time taken to achieve CarbonNeutral® or PAS 2060 certification? The time taken will depend on several factors, including industry, size of organisation, availability of data and other factors.

Relationship to other standards? Aligned with WBCSD/WRI’s GHG Protocol and the principles of PAS 2050 while being suitable for compliance with emerging national standards such as the UK Guidelines on Carbon Neutrality and Australia’s National Carbon Offset Standard. PAS 2060 is intended to be used with existing standards, industry codes and established protocols that prescribe methodologies for carbon footprint quantification, greenhouse gas reduction and offsetting.
